interestingly i moved the process and IP into vrf.. and now I can SNMP walk though on the CLI it still shows as 'failed'..

code:
net add snmp-server listening-address 192.168.11.22 vrf mgmt

sudo systemctl disable snmpd.service
sudo systemctl enable snmpd@mgmt.service

code:
law@cu-sw2:mgmt-vrf:~$ net show snmp-server status

net show snmp-server status is only looking at the default VRF so that output will be invalid once the process is moved to mgmt vrf.

What do the following commands show?

code:
sudo systemctl status snmpd

sudo systemctl status snmpd@mgmt

If using the "net add snmp-server listening-address 192.168.11.22 vrf mgmt" syntax it is unnecessary to run snmpd itself in the mgmt vrf.
