if Cumulus support features of "mac-address flapping detection " or mac address flapping regarding knobs?

Yes, you can check for mac-address flapping using this search string:
$ zgrep "excessive moves of mac" /var/log/switchd*
For the second part of your question, what kind of knobs do you have in mind?

As other vendors support mac flapping tunable knobs.
